Minutes of the Dunston Parish Council Meeting Held on Monday 11th April 2022

 

Present: Cllrs McLuckie (Chair), Armstrong, Churchward, Duncan, Pellew, Phillipson, Treece.

In attendance: Clerk to Council and 3 members of the public.

County Councillor Kenndrick.

 

Chairman’s welcome and announcements.

Chairman opens the meeting and welcomes everyone to the meeting. Our new Clerk and guest Paige Donnelly from Lincs Rivers Trust.

 

Public participation Session.

A Presentation was given by Paige Donnelly, Project Officer for Lincolnshire Rivers Trust on the future development of Dunston Beck. Extensive discussion ensued, including the presence of Tufa (a kind of limestone coral), and in particular the possible flood prevention measures, both upstream of Dunston and within the village of the project. A further site visit was deemed necessary with attendance from all the public bodies with an interest in the Dunston Beck and its potential flood risk. Cllrs were recommended to examine personally the options suggested prior to that site visit.

 

Council Session

  1. To receive apologies and accept valid reasons of absence:
    • Received from Cllrs Lamyman and Moore and NKDC Cllrs Bailey and Maplethorpe
  2. To receive members’ declarations of disposable pecuniary, non-disclosable pecuniary or non-pecuniary interests in relation to any agenda item.
  3. Requests for any urgent and unforeseen additions to the agenda.
  4. The minutes of the previous meeting – 14th March 2022 were agreed as a true record.
  5. Report from Lincolnshire County Councillor Rob Kendrick.
  6. Report from NKDC Councillors – not present.
  7. Chairmans report
    • T Barbour has accepted an invitation to try out the position of Clerk following the resignation of A Lowery Barnes.

 

 

 

 

 

  1.  Report from the Village Keeper, Helen Barbour.
  • Litter bin at the ford has lost its top cover.
  • Inspection of playing field and equipment was completed. Repairs to the eroded areas await soil.
  • The provision of the orchard has attracted favourable comments.
  1. Highway matters:
    • Update on the sizes and ordering of Speed Gates. Measurements have been taken and the process advanced.
  2. Planning matters:
    • A short discussion on a planning application pertinent to Dunston Quarry washing the aggregate. It was agreed that no comments were to be put forward from the PC.
    • Short term overnight parking requests for wedding events have been received. Both were agreed.
  3. Environment issues:
    • Increased availability of dog bins at playing field (2), Fen Lane and Back lane (school) were agreed. Costs and options to be gathered.              AP RM & TB
    • Hedging project is moving forward lead by cllr Duncan.
    • The Dunston Croquet Club was to be asked to remove its signage from the playing field whilst it is a public space (the new proposed lawn area). AP RM
  4. Queen’s Platinum Jubilee – no new information.   
  5. Village Hall matters:
    • The Children’s Club at the Village Hall was in progress 9th – 12th April with two more 5 day sessions planned for the summer holiday period. Attendance was reported to be very good with approx. 25 spaces allocated each day.
  6. Financial matters:
    • Were discussed briefly but the departure of the previous Clerk had caused administrative complications which were still being rectified at the time of the meeting. All financial matters would therefore have to be carried forward to the next meeting. All future statements are to be directed to cllr. Armstrong.   
  7. The Red Lion as an asset of Community Value – no new information.  AP RM
  8. Items to be included at the next meeting – none identified.
  9. Arrangements, advertisements and attendees for the Annual parish Meeting were discussed.
    • Posters to be produced and an item in the Limespring 100          AP RM & PD
