Minutes of the Dunston Parish Council Meeting Held on Monday 12th September 2022

Present: Cllrs Duncan (Chair), Lamyman, Pellew, Phillipson, Armstrong. Clerk to Council and 2 members of the public.

Chairman’s welcome and announcements.

The Chairman opened the meeting, welcomed everyone and invited everyone to partake in a period of quiet reflection in memory of the late Queen Elizabeth II.

Public Session

A brief resume of the building works being undertaken and plan to remove the surplus earth currently deposited on the Green, at Old School House, Chapel Lane was given by the owner.

Council Session

 22105 To receive members’ declarations of disposable pecuniary, non-disclosable pecuniary or non-pecuniary interests in relation to any agenda item. No changes

 

1.      Apologies and reasons for absence

22106 Received from Cllrs McLuckie,  Churchward, Moore, Treece and NKDC Cllrs Bailey and Mapplethorpe and LCC Cllr Kendrick.

 

2.      Previous Minutes

22107 The minutes of the previous two meetings (12th July and 29th August) were agreed as a true record.

3.      LCC and NKDC reports

22108  Councilors not present but reports from LCC Cllr Kendrick and NKDC Cllr Bailey has previously been circulated to Parish Councilors.

4.      Chair’s Report

22109 Books of Condolence are now available in both Dunston and Nocton churches

22110 Proposed by Chair and agreed unanimously that no specific action would be taken in the village on Monday 19th September in respect of the Funeral of HM Queen Elizabeth II as most residents would be watching the televised coverage of the proceedings.

22111 Chair confirmed that the application for an ACV in respect of the Red Lion had now been withdrawn.

5.      Village Keeper’s Report

22112 A further case of vandalism has occurred at the playground in that 2 more of the mosaics have been destroyed.

7.      Future of Metheringham Surgery

 22114 Concern has been raised regarding the future of the Surgery. The surgery has a lease due to expire in2026 and there are deliberations currently underway about long term plans for healthcare provision in the county which may affect the current arrangements. Whilst no immediate cause for concern it was agreed that we would write to Metheringham Parish Council to offer our support to ensure a continued local presence in the future. PD TB

8.      Highway Matters

22115  The Speed Gate project was deferred to the next meeting.              RC

22116  The sewer work in the village has been completed but some residents are still affected by the same problems which this work was hoped to remedy. Further communication with Anglian Water is needed.                                                TB

9.      Planning Applications

22117  No new planning applications had been received.

10.  Environmental (incl Playing Field) Issues

22118  Proposed and agreed that a larger dog waste bin be purchased for the end of the bridle path. Also public awareness needs to be raised regarding the importance of clearing up dog waste and using the waste bins provided. TB

22119  A hedge planting w/e is planned for 4/5th March 2023, weather permitting, for the new hedging at the playing field.                                                                                 PD

22120  Proposed and agreed that a replacement heavy duty (recycled plastic) picnic bench is to be purchased and permanently fixed on concrete base to replace the one destroyed by vandals earlier this summer.                                              TB

22121  More advice on Chafer grub damage repair and prevention on the Playing Field is to be sought and the remaining stock of chemical treatment could be used if appropriate.   TB

11.   Village Hall

22122 Report regarding upcoming events from the VH manager was discussed 

22123  A quarterly update of the financial position of the Village Hall was to be requested and consultation with the VH manager and committee over possible improvements to the kitchen and car park to be arranged PD

 

12.  Financial Matters

22124  The end of year accounts had been submitted to the external auditor. A copy of the AGAR documents is available on the Parish Noticeboard although yet published on the website. The next bank reconciliation will occur at end Sep 22.GA

22125  The current external audit arrangements were to be continued next year.
