Minutes of the Dunston Parish Council Meeting held on Monday 18th January 2021 at 7.30pm via Zoom.
PRESENT: P.Cllrs R.McLuckie (RM) (Chair), P. Moore (Vice Chair), L. Phillipson (LP), R. Churchward (RC), P. Duncan (PD), G.Armstrong (GA), W. Haggerty (WH), D.Cllr N.Byatt (NB), C.Cllr R.Kendrick (RK), Clerk R.Boden (RB) & Clerk L.Stocker (LS).
1. APOLOGIES: D.Cllr L. Pearson & P. Cllr E. Vinter .
2. DECLARATION OF INTEREST: None
3. ACCEPTANCE OF MINUTES: The minutes were held to be a true and accurate record. (Prop. PD/ Sec. LP)
4. REPORTS:
COUNTY COUNCILLOR Rob Kendrick:
- There is now a 24hr Mental Health Helpline that is operated by the NHS.
- The new bypass is now open with just the final few finishes happening in the next few weeks.
- £110M has been approved for the next phase of the bypass extension.
- Community work team is due in March.
- ‘Fix my Street’ is up and running. LP commented that a streetlamp had been reported that morning and had been fixed that afternoon. PD said that the bus shelter had been reported sometime before and were still waiting. RK to chase.
- Halfway through a 6-year plan on changing streetlamps to LED bulbs.
DISTRICT COUNCILLOR Nick Byatt:
- NKDC meetings are to continue via Zoom until May.
5. DUNSTON PC REQUIREMENTS:
a. CHAIRMAN’S REPORT Russ McLuckie: RM on behalf of the committee said goodbye to Louise and thanked her for all her hard work. Wishing her all the best with her move.
b. CLERK’S REPORT:
Police News: Maisie McMahon is the new Safer Together Coordinator for North Kesteven and is keen to work with the Parish Council.
Allotments: Dunston Diggers will contact Beeswax regarding potential sites. Beeswax previously consultation with Back Lane residents. Request action by the Diggers. Action LS.
Yarn Bombing: Churches Together are wanting to yarn bomb the village later in the year to raise awareness of domestic abuse. They will not be a permanent fixture. NO OBJECTIONS
Flood Alert: There is a flood alert in place from Tuesday 19th – Thursday 21st.
Overgrown Hedges: The hedge that runs along the pathway to school is overgrown. Not sure if it is owned by Beeswax or Nocton Nurseries (Mr Munks). (14/21).

6. HIGHWAYS:
Patching and Resurfacing Work: There will be various patching and resurfacing work being carried out throughout the village during the second week of February.
Grit Bin: LCC is to be contacted regarding the replacing of the grit bin on the verge at the corner of Vicarage Lane and Back Lane.

Mirror: It was questioned if a mirror could be placed at the end of Grotto Lane for the safety of pedestrians.

7. PLANNING:
Application 20/1483/FUL Prior Lodge - Installation of gate and vehicular access. Approved
AME/9.4/SNN Street Numbering: Property formerly known as Hullabaloo day nursery is now a residential dwelling be known as Turners Lodge, Lincoln Road, Dunston, Lincoln, Lincolnshire, LN4 2EX.
8. ENVIRONMENT:
Village Keeper’s Report: Not due until next meeting – concern raised re:
Littering: around the Nocton site – details already forwarded.
Overgrown Hedges: Hedges on The Green will be included in the regular maintenance programme by NKDC.
White Noise: The number of refrigerated units on the Nocton Nurseries site have increased dramatically. This has led to a significant increase in the amount of white noise that is being emitted. Emailed.

9. PLAYING FIELD: Ground is saturated.
10. VILLAGE HALL:
The Village Hall is closed and will remain for the foreseeable future.
11. FINANCE: Work to resolve outstanding issues is ongoing.
